“This is for you because you stayed,” [Duggan] said at a citywide charter-mandated meeting focused on what the mayor called a series of adult scholarship programs. “Because you stayed, you get these jobs. … This is what the city of Detroit owes you.” . . . “What we want to do is make sure Detroiters get every chance to fill those [8,000 available] jobs,” he said.
